I recently noticed that the OASIS XSLT test suite makes use of "relative" namespace URIs in a number of cases. However, in all the examples I inspected, this did not appear to be necessary. Most of the time it was either something like using www.example.com instead of http://www.example.com or using something like "Name" instead of thinking of a full URI.
