This seems related to the work RDF Core has done in the current last call RDF/XML Syntax WD: Using RDF/XML with HTML and XHTML http://www.w3.org/TR/2003/WD-rdf-syntax-grammar-20030123/#section-rdf-in-HTML which is a normative part of the document. As part of the LC process the HTML and RDF Core WGs are just starting a discussion on other approaches which is the thread starting at http://lists.w3.org/Archives/Public/w3c-rdfcore-wg/2003Feb/0103.html where Steve Pemberton describes a <meta> based approach for XHTML (2).
