Yes indeed.  I noticed the thread on metaDataInURI-31 a few minutes after 
sending the attached note on opacity, and came to exactly the same 
conclusion.  I held off on sending a note in the interest of not 
unnecessarily clogging the list, presuming you all would make the 
connection if that's the way you wanted to handle it.

One thing I would add: regardless of whether you track it as a separate 
issue or combined with "metaDataInURI-31", I think there are important 
aspects of the URI opacity issue that go beyond metadata.  I would be 
disappointed if the opacity issue were dealt with only as a detail 
relating to metadata.   I think it's much more fundamental than that.

Noah,

I don't think that we will be able to resolve metaDataInURI-31 [1] without
some consideration of the opacity priniciple. I hope that for now at least
we can view metaDataInURI-31 as a reasonable 'peg' to hang opacity
discussions on, rather than opening a fresh issue.

Anyway, thank you for your concern and interest, and I shall endeavour to
make some progress on *drafting* a finding for the issue as a seed for
further discussion.
