A summary of the technical discussion arising from the TAG expressing an opinion the use of Xlink for hypertext references in XHTML 2.0 [1] is available at: http://www.w3.org/2001/tag/2002/1028-XLink-HLink.html At the TAGs request [2,3] the summary also includes a summary of TAG discussions of xlinkScope-23 [4] upto and including the TAG F2F meeting in September [5]. The intent of the summary is create a resource that captures the significant technical points from debate on www-tag. It is intended to be neutral and reasonably complete. I would be happy to add any significant points that I may have missed or correct any mis-presentation of any points raised. Bear in mind that this is intended to be a summary, and it is not intended to rekindle the debate itself. The sources of the points presented are linked and obviously take precidence over the summary if you perceive them to be saying different things.
