[svg-animation] What is the distinction between SMIL and SMILANIM?

I observe that the SVG Animations spec
<https://svgwg.org/specs/animations/> makes
both a reference to SMIL <https://svgwg.org/specs/animations/#ref-SMIL> and a
reference to "SMIL Animation"
<https://svgwg.org/specs/animations/#ref-SMILANIM>. Both are used
throughout the document. What is the difference between SMIL and SMIL
Animation? It appears to me that they are the same thing, except "SMIL
Animation" does not refer to the latest spec.
