Re: Publish SVG Transforms 1 as WG note

I didn't know https://www.w3.org/TR/SVG-Transforms/ existed. I'm not sure
if we have a copy of it in our repo. (The spec at
https://svgwg.org/specs/transform/ is unrelated)

Looking at the content, it was definitely superseded by CSS Transforms &
should be marked as such.
