[CSSWG][css-inline] Updated WD of CSS Inline Layout

The CSS WG has published an updated Working Draft of the
CSS Inline Layout Module Level 3

     http://www.w3.org/TR/css-inline-3/

This module covers inline vertical alignment and special typographic effects
for initial letters, such as drop caps.

Changes since the previous WD are listed at:
   https://www.w3.org/TR/2016/WD-css-inline-3-20160524/#changes
and consist of:
   * Adding values for the ideographic and middle baselines.
   * Clarifying interaction of ''dominant-baseline: auto'' with SVG glyph positioning.
   * A few minor editorial improvements.

or file them in the GitHub repository at
