Removed is not quite the right word as it is still in SVG Tiny 1.2. SVG 2, however, is not based on SVG Tiny 1.2 but rather SVG 1.1. It is very clear that the browser vendors have no interest in implementing a second way (CSS/HTML being the first) to flow text into a region. SVG 2 will rely (mostly) on the same model as used in CSS/HTML thus the browser vendors are more likely to implement it. Tav
