Toolbar icons

Hello all.

Is it not possible to add a toolbar icon (favicon) to an svg document
without wrapping it in HTML or XHTML?  I can't find a way to do it that
works.

If I'm wrong, please correct me.

If not, is this something we could add to SVG?   Favicons are a wonderful
way to bookmark documents on a toolbar. For SVG to have to live in a
wrapper for this seems a bit primitive.

Implementation should be a breeze.
