CSS3 Transforms always relies on "CSS3 Values and Units" with the exception of
<number> on SVG elements. SVG Transforms don't have units anyway.  Therefore it
is not an issue that we need to solve in CSS3 Transforms. The SVG WG should
take a look at it. Moving the bug to SVG.
