I didn't have time to look at it in detail, but a superficial check shows that this is not a schema for SVG, it doesn't even mention the SVG namespace, let alone describe it :)

The comments at the top indicate that it was made with XML Spy. The only value that XML Spy has is that if you're an XML consultant and your customer uses it, you're very much certain that you'll have a lot of work. It is buggy beyond belief, I can't advise against its use strongly enough!
