Most likely since 'baseline-shift' has existed in a W3C Recommendation since late 2006 (XSL-FO), whilst the CSS reference is still a Candidate Recommendation (2 steps to get finished:-) See: http://www.w3.org/TR/xsl/#baseline-shift So, IMHO deprecation is not particularly sensible.
