Hi Robert.
No, it doesn't seem to be intended (given that the test is not meant to be
testing CSS parsing error recovery). I've removed it from the CVS copy of the
test (http://dev.w3.org/SVG/profiles/1.1F2/test/svg/styling-css-04-f.svg).
This should be reflected in the next publication of the SVG 1.1 test suite
(probably the one coinciding with the publication of SVG 1.1 Second Edition).
