A use case for the vector effects module is discussed there, namely distortion of a stroke through a transform without transforming the path. This can be used to create a calligraphy-like effect. Currently this is not possible. The vector effects module would resolve this, but it is not included in SVG Tiny 1.2.
The vector effect in question appears not to be more resource intensive than non-scaling-stroke and ordinary matrix transforms (both included in SVG Tiny 1.2) are.
Maybe a larger subset of the vector effects module than just non-scaling-stroke could be designated as suitable for mobile devices and subsequently be included in a future SVG Tiny specification.
