1) Opera indicates a parsing error for the svg, maybe related
to the BOM at the beginning.

2) Did you check, that the curser works within an SVG file?
I have never seen an interpretation of this element in any
viewer I have installed :-(

3) If yes, for which viewers?

4) If it works within an SVG file, this is still no guarantee, that
the viewer has SVG support for SVG in HTML with CSS.
For example SVG images as CSS background do not work
either in older browser versions (for several browsers not
even in current versions).
