Does the SVGWG consider the legal requirements of copyright may be  
met, in respect of <use> remote when the metadata in the remote file  
contains an appropriate copyright statement?

whilst there might be a claim that SVG is only a technical  
specification, this is a practical matter that requires consideration.

Openicon has a search engine that displays SVG icons with <use> remote  
from a number of authors and sites, each has their own licence.
This makes it impractical to provide a licence per document, for  
example:
