As we can see, obviously YOU can do it ;o) But according to the schema for image and the informative element index for SVG Tiny 1.2 a rectangle ist not a 'possible children' of an image... Therefore, this is not correct ... Maybe the prose is not very precisely, because you have proven, that it is 'possible' to do it, but anyway this is not a correct use case for image and rect ;o) In general if something is not possible, there is no need to specify it as permitted or forbidden ;o)
