No, the enable-background property applies only to container elements. Having said that, though, as it is a property, it can be specified anywhere, though it may have no effect on the element on which it is specified. It can, however, be inherited by child elements via property inheritance [1]. As such, it was placed where it is in the modules so that it can be specified wherever other presentation properties can be specified. Hope this helps.
