thanks for the comment. 
We would expect that SVG referenced from img, iframe, or object would be
'live' (receive events, play animations, etc). We would expect that use
in a background image would not receive events from the user.

CDF is further defining these aspects, for example with parameters on
the object element to say whether animations should play or not.
Please let us know within two weeks if this reply does not address your
concern.

Both section 2.3 and Appendix D talk about SVG being a target of 
<xhtml:img> and CSS/XSL image properties.  It is not indicated for 
Conforming Dynamic SVG Viewers if such reference to a SVG file should 
result in a "live" SVG with animations running and receiving events. 
Please clarify this issue in the specification.
