Hi, thanks for the comment. We would expect that SVG referenced from img, iframe, or object would be 'live' (receive events, play animations, etc). We would expect that use in a background image would not receive events from the user. CDF is further defining these aspects, for example with parameters on the object element to say whether animations should play or not. It is not indicated for Conforming Dynamic SVG Viewers if such reference to a SVG file should result in a "live" SVG with animations running and receiving events. Please clarify this issue in the specification.
