Hi, You're right that the conformance wording in the uDOM was fuzzy. It has now been changed to have normative/informative sections. And it has been made clear for whom the requirements apply. Regarding your example a conforming SVG User Agent is the one that must allow creation of new elements. For example, section A.2.3 states "SVG uDOM must allow creation of new Elements." Does this mean that UAs must allow that too? Or does this impose requirements on work based upon the SVG uDOM?
