tiptool with javascript

Hi,
i am new to svg and trying to implement tooltip java script from http://svg-whiz.com/svg/Tooltip2.svg within my svg-page
I don't have any error messages on svg-page and all objects are displayed correctly, but the tooltip doesn't work
Any suggestion why?
