Re: SVG12: gotoLocation "URLs"

Hi Björn,
The spec has now been changed and gotoLocation takes an IRI.
Please let us know within two weeks if this change does not address your needs.

URL is clearly incorrect, and it should say that it takes an IRI, for
consistency. This would thus include fragment identifiers and non-ascii
