This was already covered in www-style, where it was pointed out that for 
those other features there are volunteers to write the tests, whereas for 
the features that were removed there weren't; and that while the 
aforementioned "interoperable implementations" that exist may pass some 
working group's standards for interoperability, they did not, as far as 
could be determined, pass the CSS working group's.
