fill vs. pattern

hello,

i am wondering if there is a mechanism that may appear in svg1.2 that 
allows patterns to be set *in addition* to fill.

case study: map with all adjacent polygons filled with different colors. 
in order to apply highlight onmousover or similar, one cannot use 
stroking because the objects all build a layer thus stroking may be 
covered (or not) by nearby polygons, opacity changes the color itself 
towards some background. any other method needs clone methods.

in that case a pattern could hold transparent parts that may let shine 
trough some fill, thus fill and pattern should not exclude each other.
