We agree that a specification clarification is in order. We have added the following paragraph to 14.1.1: "A local IRI reference must be to an element within the *SVG document fragment* {hyperlink to definition of this term in 1.6}. A local IRI reference to an element within the same document but outside the SVG document fragment is an invalid IRI reference." Note that other parts of the SVG spec define what UAs must do with "invalid IRI references". Also note that with SVG Full, the specification will say *current SVG document fragment* because SVG Full allows nesting of svg:svg elements. Please let us know within two weeks if this does not satisfy your comment.
