[SVGMobile12] SVGReseize and SVGScroll events are not namespaced

Dear SVG WG,

13.2 Complete list of supported events

Therer are HTML events(SVGLoad, SVGReseize, SVGScroll).  SVGLoad is
namespaced(http://www.w3.org/2001/xml-events), but SVGResize and
SVGScroll are not namespaced.  Are there any difference?
