Dear Scalable Vector Graphics Working Group, http://www.w3.org/TR/2004/WD-SVG12-20041027/vectoreffects.html section 9.18 has [...] Value: 'default' | 'non-scaling-stroke' | 'inherit' | <uri> Initial: 'default' Applies to: graphical elements [...] While it is not entirely clear to me what grammar is used for the Value and Initial fields, it seems inconsistent with other properties that the values are quoted. Please change the draft to either explain why this is different here or remove the quote marks. The term "graphical elements" does not seem to be well-defined, this should probably refer to "graphics elements" for which there is a proper definition in SVG 1.1.
