Dear Scalable Vector Graphics Working Group, From http://www.w3.org/TR/2004/WD-SVG12-20041027/ and more precisely http://www.w3.org/TR/2003/REC-SVG11-20030114/conform.html it seems that SVG 1.2 only requires support for an arbitrary profile of RFC 2397, it says: The viewer must support base64 encoded content using the "data:" protocol [RFC2397] wherever URI referencing of whole documents (such as raster images, SVG documents, fonts and color profiles) is permitted within SVG content. This suggests that data: urls like data:image/svg+xml,%3Csvg%20version%3D%221.1%22%20xmlns%3D%22http%3A\ %2F%2Fwww.w3.org%2F2000%2Fsvg%22%3E%0D%0A%20%20%3Crect%20fill%3D%22g\ reen%22%20height%20%3D%20%22100%25%22%20width%20%3D%20%22100%25%22%2\ 0%2F%3E%0D%0A%3C%2Fsvg%3E%0D%0A might not be supported in conforming SVG 1.2 user agents. Please remove this arbitrary restriction and require complete support of RFC 2397.
