SVG 1.2 Comment: Introduction

There seems to be no specification for what should happen if SVG 1.2 elements 
are encountered inside an <svg version="1.1"> element (or an <svg> element with 
no version specified, for that matter).  The former is invalid SVG, as I 
understand, but error-handling by UAs for this case is worth defining.  Is the 
latter valid?  It's worth stating this clearly.
