systemLanguage

Could SVG1.2 provide a method to access the systemLanguage as used in 
SVG1.1?
there isn't currently a script method to test for this afaik.

This currently means that an eventhandler must be generated for every 
possibility in every language, although the user will only be able to 
access what may be a far smaller number of possible events in one 
language.
