Overlaying Graphics and Navigation

11.16 Overlaying graphics

There is no mention how overlain graphics affect navigation order, if at
all. I think that a primary use case for overlaying graphics will be to
create dialogs, and how things are navigated between dialogs and the "main
view" will be important.

It seems that navigation dependent upon document order will remain
unaffected, but I would like to see explicit mention of that in this
section. That is, indication that the document order has not changed, merely
the rendering order.

If this interpretation is not correct, please enlighten me, and make that
explicit in the Spec.
