That's great news for all those who would like to see a normative SVG 
RNG of high quality (I suspect a (probably mostly hand authored) master 
schema would be of higher quality than one converted from WXS or etc).


As for the issue: Perhaps you could describe it to the RNG people [1], 
so that they can address it? If RNG lacks major modularity related 
features and concepts, then perhaps they want to fix/improve RNG in this 
regard, and support your use case?
