winding-counting fill rule

how exactly is the 'winding-counting fill rule' working (see SVG 1.1/1.2/2.0
Requirements) ?

are the windings counted
* regardless of their directions  (similar to evenodd) ?
* with regard to their directions (similar to nonzero) ?
