Whoops! SVG Viewer 0.71

Hello,

I forgot to include svg-19990812.dtd in the Viewer package
released yesterday. Without it, most of the samples
will not load. I have released a new version (0.71)
with the DTD included.

I also fixed a small bug - you can now run the Viewer
without command line arguments again.
