It *should* be suffivcent, and users should not have to edit SVG files so they can be viewed offline. Not only is this inconvenient, but it also leads to a proliferation of copies of the SVG DTD, which upsets HTTP cacheing. It is better to give the URL of the original DTD at W3C, which can then be fetched once and re-used for SVG files from any site. -- Chris
