A new public working draft of SVG is now available: http://www.w3.org/TR/WD-SVG or http://www.w3.org/TR/1999/WD-SVG-19990412.html Compared to the previous one, a number of gaps have been filled or firmed up. There is now a DTD, and all examples in the spec are well formed; most are also valid unless they involve using multiple namespaces. Each textual example in the spec is linked to a downloadable, machine readable xml file. The DTD is also online, and can be used by parsers (such as nsgmls) for validation. The DTD contains a data, as does the SVG namespace declaration, which can be used for version control as the specification evolves.
