Perhaps this is a couple of weeks too late, but in SMIL 2.1 PR Timing
and Synchronization it states:
Date wallclock values are treated as a DateTime value of the given
date at time 00:00:00.00, that is, midnight on the given date, in the
time zone given, or the local time zone if none is specified.
but according to the grammar, it is impossible to give a time zone with
the 'Date' production.
The same problem exists with SMIL 2.0.
