"Runbind" (a bug?)

I have noticed that a new window pops up on a few of my PCs when W98
loads.
At the bar along the top of the window, it says, "Runbind" and I cannot
find any
information on the window (what it does, what it means, etc.) I even
searched Micro$oft's Technet page to no avail.

I did a Hotbot search for the term Runbind and got only 2 results. One
of the pages that came up was:

2. http://www.disi.unige.it/person/MoggiE/LP/SML/doc/bugs/NEWS
-- Standard ML of New Jersey, Version 0.93, February 1, 1992 This
release is mostly bug fixes. Considerable effort has been put into
making
the HPPA more robust. Bug fixes: 489. exportFn image size too large
593. Compiler bug from bad overload..
61% 2/16/93 http://www.disi.unige.it/person/MoggiE/LP/SML/doc/bugs/NEWS

See results from this site only.

A list of supposed "bugs" comes up, and "Runbind" is listed, but there
is no explanation of it.

Does anyone here know what "Runbind" means? Is something wrong with my
system?

Regards,
Hope
