New vim syntax file for SMIL

A new vim syntax file is available at HELIO:

 http://www.helio.org/vim/syntax/smil.vim

It as been seriously improved since its first version and
has been used to release the SMIL Tutorial.
It will also be included in the next release of vim (5.4).

Have fun writing SMIL!
