I tried to load your file directly into my browser, and although I got it, it was delivered as application/octet-stream. I suspect this is what's causing the problem (I've tested files delivered as text/plain and they work fine). To further confirm, I took your file, put it on my personal web site and tried to validate it from there. It worked well.
