When I say TDL pairing, I mean the pairing of lexical form and datatype,
not the mapping that pairs a lexical form with its value.

It is very unfortunate that both I and Jeremy used the term 'pairing'
in the same document, in our respective portions, but with different
meaning (very poor editing on our parts and to our shame -- though
in our defense, the document was originally intended only for WG
review, written very quickly, and then tossed out to the broader
community for comment with little to no time for any refinement)

Hopefully you can follow which pairing I mean, if not, just ask ;-)
