Well, the definition of being "on the Web" is "having a URI", so maybe
the URI specification [1]... although I'm more inclined to go with
something "historical" [2].
I think that people would rarely need to interchange the idea of the
"World Wide Web" though (or the SW, for that matter), so in anonymous
node terms:-
[ a :Concept; :name "World Wide Web";
:created "1989/1990"; :uses :URIs ] .
