Why org.w3c.rdf?

Dear Sirs,
I'm interested in your work about the RDF API and I have one simple
question,  which I couln't find any answer to by looking into the history of
this mailing list:
Why many packages of this project have names beginning with org.w3c.rdf?
Is your API a w3c standard?
If so, why it's mentioned in the w3c RDF home page just as one of the
projects about RDF?
