rdf-api-2001-01-19.jar bug?

Hi Sergey,

parsing

http://ilrt.org/discovery/harmony/oai.rdf 

I seem to get 

  <Agent web:ID="ag_3" name="Carl Lagoze"/>            

coming out as

     http://ilrt.org/discovery/harmony/oai.rdf#ag_3
     name
     Carl Lagoze

i.e. with no default namespace.

previously I has been using rdf-api-2000-09-03.jar with no problem.
