Um, when I go to that page I find Tim B-L's name and "status: personal
view", with no W3C imprimatur.  Help?

Same thing; just Tim, no W3C.  You may be right, and he may be right, but
Authority isn't there.   I really liked the rest of your discussion, esp. on
