if a URI is used to reference a namespace, and i want to describe the namespace in RDF, i have to use that URI. but i also have to use that URI if i want describe the retrievable resource located at the URI (assuming it's of the URL persuasion). how then is an RDF processor, or a person for that matter, supposed know which triples are describing the namespace and which are describing the file? how do i know when 'http://www.w3.org/1999/02/22-rdf-syntax-ns#' refers to the namespace and when it refers to the file? devon smith smithde@oclc.org
