From the site, I think that OC4Ware is more of a community building software than DSpace. Try searching freshmeat for Groupware, or Web Portal and you will find dozens of others that are similar. The plug-ins that this application supports include at least: News, CVS, Files (upload, collaboratively edit, and publish), and Forum Discussions. Your second link is from the University of Tuebingen, and appears to be using OC4Ware as the content management system for their university bookstore's internal publication service. /TOBIAS-lib ist der Publikationsservice der Universitätsbibliothek Tübingen.
