 From the site, I think that OC4Ware is more of a community building 
software than DSpace.  Try searching freshmeat for Groupware, or Web 
Portal and you will find dozens of others that are similar.  The 
plug-ins that this application supports include at least: News, CVS, 
Files (upload, collaboratively edit, and publish), and Forum Discussions. 

Your second link is from the University of Tuebingen, and appears to be 
using OC4Ware as the content management system for their university 
bookstore's internal publication service.

The 'topic' online journal is the publication place for technical news, 
white papers, research projects, and also individual papers.  Each 
publication project is started and organized by a special interest group 
consisting of sponsor, author, reviewer, reader, and other 
participants,  to become a socalled 'Journal', assuming certain rules 
are complied with.
