Yes, Hera can read EARL reports and generate a HTML. But we have a better
php script that any person can use in their site to publish the rfd reports
of HERA. The script that you can download (in spanish only, I'm sorry) is
in: http://www.sidar.org/informes/

And no, we don't have updated to the new EARL version yet. This is in the
to-do...

A couple of issues:

* testResult: the property term is "result".
* testSubject: the property term is "subject".
* assertedBy: make sure that dan:dwc is a foaf:Agent (such as
foaf:Person) or an earl:Software as described in [1].

We don't have an updated list of implementations yet and there are 
several things brewing (including an EARL validator). I believe Hera [2] 
can read EARL reports and generate HTML from them. However, I don't know 
if it has been updated to the recent EARL draft:

Great to see DOAP in use with EARL. We considered making more use of it 
but were unsure about the stability. I am pretty certain that we may 
have one or two examples of using DOAP with EARL in the "EARL 1.0 Guide" 
which we are working on in parallel.

No, we are. This has historical reasons and quite a bit of background 
but now that the schema has become pretty stable we will be fixing this 
issue very soon.
