RSS 1.0: problems with feed, validator, CPAN module or specification?

My organisation has an RSS 1.0 news feed - 
http://www.ukoln.ac.uk/news/feed/rss/

When we validate this against the Feedvalidator hosted at W3C we get an
error:

line 26, column 0: Undefined channel element: taxo:topics [help]
    <taxo:topics>

I've been trying to get this fixed, but it has proved difficult to track
down the root cause.

It was pointed out to me that the RSS 1.0 taxonomy specification is flawed
i.e. the example at
http://web.resource.org/rss/1.0/modules/taxonomy/
contains invalid XML.

I did wonder whether the application which generates our RSS feed had a bug.
It seems we use the widely deployed XML::RSS CPAN module to do this:
http://search.cpan.org/~kellan/XML-RSS-1.02/lib/RSS.pm

We don't know if the problem is:

  1 In our feed
  2 In the module used to create the feed
  3 In the RSS 1.0 Taxonomy specification
  4 In the validator itself.

If the problem is (1) then my apologies for raising this on this list. If
the problem is 2,3 or 4, then this is a wider issue for many RSS 1.0 users -
and it's not clear who should address this: I know W3C doesn't 'own' RSS
1.0, the CPAN module or the validator but is has an vested interest.

Any ideas?
