progressive Web Site quality process and tool

during this morning's discussions I mentioned documents and tools  
produced a little while ago to encourage, and help, maintainers of  
(large) pools of documents to improve their quality step by step.  
Given our connectivity at the time, I was not able to give pointers,  
here they are now...
